Does Guild Wars Eye of the North only pertain to ONE campaig

I bought Eye of the North a while ago, when the only campaign i had was Nightfall. I did the quest and got access to EOTN, and i see the portal. I bought Prophecies and Factions recently and i don't see the quest to get to EOTN. Only on Nightfall can i access it. Is this the way it is supposed to be?
