Why did the original Nintendo system always scramble?

I don't know what made me think of this, but why did the original NES always scramble? Why was the chip inside so much weaker than the other systems? Was it even a chip or what was it? I think I've only seen my SUPER NES scramble ONE time in all the years I had it, but regular NINTENDO always scrambled!
You know, when the picture would be altered to look weird? (For example, I was playing Super Mario Bros one day and all of a sudden, a black square appeared on top of Mario's hat, a green line appeared in the middle of the screen, and some of the chracters looked blue and orange and their faces were all pixilated and weird). I know you know what I am talking about! It was a common problem with Nintendo. Why did that happen? Any detailed explanations why that one system seemed to always have that issue? Just curious.
