A question about the Sims Bustin Out for ps2?

How do you type in the cheats, like whats the best time to type in the cheat? I typed in the cheat at the begining when the male/female sim was living with the mother sim, and it wouldnt show the gnome? So i keep trying for like 4 more times and just gave up. When is the best time to type it to where it works?
